What are Neighborhood Councils (NC)?

LA’s 99 NCs form the grassroots level of the Los Angeles City government and are led by NC board members made up of community stakeholders.  Visit 99NCs.com to learn about your local NC and to subscribe to NC-related updates.

Who are NC stakeholders?

People from the community who live, work or own a business, own real property, or have a stake within the NC boundary (e.g. attend church, school, community organization, etc.).

Elections
What is an All VBM Election?

The Los Angeles City Clerk will implement an all-VBM election model for board members whose seats are up for election in the 2025 NC Election cycle.  This means that voters will receive and cast their ballots by mail. 

When are the elections taking place?

The All VBM NC Elections will occur regionally from mid-March through mid-June.  Each NC is assigned to one of 12 service regions based on its geographic location, as listed on the Councils By Service Region website. View the 2025 NC Election Timeline for your region's candidate filing, voting, and election dates.

How can I participate?

NC stakeholders can run as candidates for board member seats and/or vote in the elections.

How can I observe the Election Tally?

The tally process is open to the public for observation on-site and via livestream beginning the day after the election.

When are election results released?

Unofficial election results are released up to seven days after the election, and official results are released up to 15 days after the election.

Candidates
How can I apply to be a candidate?

You can complete a candidate application online using the NC Portal, or you can mail, fax, email, or drop off a paper application in person at our office, Monday through Friday from 8:00 a.m. to 5:00 p.m.

Who can run as a candidate?

Stakeholders 18 years or older can run for a board seat, and stakeholders aged 14-17 can run for youth board seats. To run, stakeholders must meet candidate requirements.

Voters
Who can vote?

Stakeholders 16 years or older can vote in NC Elections, and stakeholders aged 14 and older can vote for a youth board seat. Stakeholders must meet voter requirements in order to vote.

How can I apply to receive a ballot?

You can complete a VBM application online using the NC Portal, or you can mail, fax, email, or drop off a paper application in person at our office.

What if I have an issue with my ballot?

To resolve any ballot issues, contact our office at (213) 978-0444 or toll-free at (888) 873-1000.

Where can I find candidate photos and statements?

How can I return my ballot?

Ballots can be returned by mail in the pre-paid postage envelope provided, dropped off at a ballot drop box, or in person at our office.

What if I am unhoused or do not have a mailing address?

If you cannot provide documentation (if required to vote in your NC), you are allowed to vote by affirming on the Voter Registration Form or Vote-By-Mail Application that you are homeless.

We are working with various organizations that provide mail services to ensure that all stakeholders can participate in the elections.
