Foreign Consulate ID Cards (FCICs)

Overview

Any country that issues consulate identification cards to its citizens or nationals may request that the identification card be accepted as valid identification by the City of Los Angeles.  Pursuant to Los Angeles Administrative Code Section 19.150 the request must be filed with the Office of the City Clerk.  

How to Obtain City of Los Angeles Recognition

In 2004, the Los Angeles City Council adopted Ordinance No. 175853 that requires City departments to accept, in most cases, officially issued Foreign Consulate Identification Cards (FCIC) which have been approved by the City Clerk as valid identification. Any country that issues FCICs to it's citizens or nationals may request that the identification card be accepted as valid identification for programs and services provided by the City of Los Angeles. In order to obtain City of Los Angeles recognition of an FCIC, the Foreign Consulate of the requesting country must submit a written request on official letterhead to the City Clerk containing the following:

  1. The Official name of the FCIC

  2. Confirmation of the information contained on the FCIC (in order to be approved for use by the City of Los Angeles a FCIC must, at a minimum include the person's name, date of birth, height and weight, and a recent photograph).

  3. A detailed description of the application process in identifying documentation that an applicant must provide in order to obtain the FCIC (include a copy of any application form).

  4. A description of the FCIC's security features. 

  5. A sample of the FCIC (the actual card will be reviewed to ensure that is has features reasonably designed to protect against fraud and counterfeit reproduction).

The City Clerk is responsible for approving the City's acceptance of foreign consulate identification cards, compiling a list of consulate identification cards, and providing an annual review of the use of the foreign consulate identification cards by department. City Ordinance 175853.
